When playing with COD4 you'll sometimes get kicked by punkbuster although you might be, and probably is, a honest player.
The CVAR rate = 25000 issue also got me.
Although this only started happing once playing on South Africa's local servers through SGS - Saix Game Service and the IP's given/found here.
Fix:
In the game menu bring down the console... This can be done by pressing the ` key. (located left of your number 1 on your keyboard)
Then type:
/rate 15000
This will fix your issue.
